Transparency, Accountability, and Structure at the Heart of Our Party

The People’s Action Party (PAP) is committed to upholding the highest standards of governance, ethics, and organizational excellence. Our Constitution defines the structures, roles, and responsibilities that guide the Party’s operations, ensuring transparency, inclusivity, and accountability at every level.

National Congress

The National Congress is the supreme governing body of PAP, convening biennially to guide the Party’s strategic direction and ensure democratic representation.

Key Features:

  • Quorum: At least two-thirds of accredited delegates
  • Delegate Selection: Proportional representation from County Chapters, Strategic Wings, and the NEC
  • Functions Include:
    • Electing members of the National Executive Committee (NEC)
    • Adopting and approving Party policies
    • Reviewing financial and activity reports
    • Amending the Constitution

National Executive Committee (NEC)

The NEC serves as the executive body of the Party, implementing policies, overseeing operations, and ensuring that PAP’s vision is realized.

Composition & Term:

  • 15 members elected by the National Congress
  • At least 50% women
  • Four-year term, renewable once

Roles & Responsibilities:

  • Chairperson, Vice Chairperson, Secretary-General, Treasurer
  • Coordinators from Strategic Wings
  • Five appointed technocrats

Operational Rules:

  • Vacancies are filled by the NEC appointment
  • Removal requires a 2/3 majority vote due to misconduct, non-performance, or breach of Party discipline
  • Establish subcommittees, including:
    • Budget
    • Campaign
    • Finance
    • Media, Communications & Public Relations
    • Recruitment
    • Audit
  • Treasurer submits quarterly financial reports.
  • Digital participation (virtual meetings, e-voting) is permitted

National Policy and Research Bureau

This Bureau strengthens the Party’s evidence-based decision-making by:

  • Drafting manifestos
  • Conducting policy and impact research
  • Advising the NEC on policy development

Internal Dispute Resolution Council (IDRC)

The IDRC ensures fairness and accountability in resolving internal disputes.

Key Points:

  • Composed of at least three members appointed by the NEC
  • Mediates disputes, investigates complaints, and recommends disciplinary actions
  • Decisions can be appealed to the NEC within ten (10) days
  • NEC decisions on appeals are binding but subject to judicial review

Discipline and Ethics

PAP upholds the highest standards of conduct for its members.

Highlights:

  • Investigations conducted by the IDRC or the designated Disciplinary Committee
  • Sanctions may include warnings, suspension, expulsion, or removal from office.
  • Members are entitled to notice, a fair hearing, and the right to appeal
  • Conflict-of-interest rules prohibit nepotism, self-dealing, and political patronage.

Finance and Audits

PAP is committed to financial transparency and responsible management.

Key Responsibilities:

  • The treasurer oversees financial management and submits quarterly reports to the NEC.
  • The Finance Subcommittee provides oversight of all financial activities
  • Annual external audits are conducted to ensure accountability
