Organizing Chairman, People’s Action Party (PAP) – Liberia

Ahmed K. Sirleaf II is a scholar-practitioner and reform advocate whose career bridges the worlds of academia, governance, and public service. With nearly two decades of international experience, he brings to the People’s Action Party (PAP) a leadership record defined by strategic innovation in transitional justice, governance reform, donor coordination, and human development—areas critical to Liberia’s democratic renewal.

A Doctoral Candidate in Comparative and International Development Education (CIDE) at the University of Minnesota, his research focuses on how collective action between donors and local actors can address fragile post-conflict education systems, with Liberia at the center of his work. He holds a Master of Public Affairs in Global Policy and Planning from the Humphrey School of Public Affairs, University of Minnesota, a Master’s in Public International Law and the Settlement of Disputes from the United Nations–mandated University for Peace in Costa Rica, and a Bachelor of Arts in Legal Studies from Hamline University, Minnesota.

Mr. Sirleaf’s professional path reflects both national commitment and global reach. In Liberia, he played a central role with the United States Agency for International Development (USAID), coordinating donor aid strategies and managing the $21 million Liberia Strategic Analysis project—aligning USAID’s $840+ million development portfolio with Liberia’s priorities. In the United States, he has led transformative social policy programs, including a $20 million housing systems reform initiative with Greater Twin Cities United Way, and housing stability programs at Hennepin County, Minnesota, where he also managed federal emergency response funds during the COVID-19 pandemic.

Equally, he has given back as an educator and mentor. At the University of Liberia’s Kofi Annan Institute for Conflict Transformation, he served for six years as a lecturer in Global Politics, Peacebuilding, Leadership, and Governance. Between 2021 and 2023, he trained Liberia’s newly appointed ambassadors and foreign service officers at the Foreign Service Institute. Earlier, he helped deliver nearly half a million dollars’ worth of legal texts and resources to the Louis Arthur Grimes School of Law, significantly strengthening post-war legal education. Many of his former students and mentees now hold influential roles across Liberia’s institutions, from the Civil Service Agency and Ministry of Youth & Sports to the Armed Forces, the judiciary, and the Liberia National Police Academy.

His leadership and service have been recognized with awards such as the Hamline University Outstanding Achievement Award, the Art Naftalin Public Service Award, the U.S. Mission to Liberia Certificates of Appreciation, and the University of St. Thomas Human Rights Award. He has shared his expertise at global platforms, including Stanford University’s Center on International Conflict and Negotiation and the United Nations Institute for Training and Research (UNITAR).
